These would mirror the Area or Functional segmentation of the Thought Leaders Groups.
This principle would percolate down from the Centre or Core to:
Regional - Plans Board, Implementation Board and Audit Groups
State - Plans Board, Implementation Board and Audit Groups
District - Plans Board, Implementation Board and Audit Groups
Village or Village Cluster Plans Board, Implementation Board and Audit Groups or as deemed appropriate by the Central Core Groups.
These Groups would be tasked to develop Plans for their Regions or Areas based on data and existing realities across socio-economic-political and relevant, connected, aspects of national life and to liaise with the Thought Leaders Groups and Implementation Groups up and down the line.
They Shall mirror the architecture led by the Thought Leaders Group with the difference that people inducted at this level would have practical experience in their respective fields and who would be comfortable with data driven analytics.
They would have a clear sense of emerging and current socio-economic-geopolitical trends and including a sense of new emerging technologies, and their potential impact on society, such that they can discuss and frame Plans to both cope with the emerging changing landscape as relevant to the needs of Indian society and its development.
